Operators use the phrase loosely and it is not a legal category on its own, so it must never be used as a screening standard. In shared housing it usually describes furnished or bill-included bedrooms rented near a job center to tradespeople, travelling staff, interns, and students. Zoning, occupancy limits, rental licensing, and fair-housing rules still apply in full.
